Zhang Jun, China’s permanent representative to the United Nations, pointed out at the meeting that the complex effects of artificial intelligence are constantly emerging, which not only produces huge technological dividends, but also raises more and more concerns, highlighting the importance, necessity, and urgency of building a community with a shared future for mankind . Zhang Jun emphasized that the international community should uphold the true spirit of multilateralism, carry out extensive dialogue, continuously build consensus, and explore the formulation of guiding principles for artificial intelligence governance. China supports the United Nations in playing a central coordinating role in this regard. Zhang Jun put forward five principles on artificial intelligence governance, one of which is to insist on safety and controllability. The international community should strengthen risk awareness, establish effective risk warning and response mechanisms, ensure that risks beyond human control do not occur, and ensure that human beings have the ability to press the stop button at critical moments.
