The CME trading halt revealed critical infrastructure management deficiencies

One of the world’s largest derivatives exchanges experienced a massive outage last week. Several CME markets were suspended from trading for over ten hours – the cause? The cooling system at the data center failed in a cascade of malfunctions due to neglect of technical procedures.

Procedural error led to a technical disaster

CyrusOne, the operator of the facility in Aurora, Illinois, admitted to a serious breach of operational standards. Employees and contractors responsible for maintaining the infrastructure failed to follow guidelines for preparing cooling towers for cold weather. This basic oversight – failure to adhere to procedures – caused critical components of the cooling system to freeze.

Unfrozen water in the cooling towers led to a rapid increase in pressure within the system. Devices losing temperature control capability began operating under conditions threatening their integrity. The heat exchange system – vital for maintaining the stability of the entire infrastructure – was destroyed.

Repair efforts worsened the situation

Notably, repair attempts made by CyrusOne staff proved counterproductive. CME reported that technical interventions at the data center, instead of resolving the problem, led to further cooling device failures. Lack of coordinated emergency procedures and improper technical decisions extended the duration of the outage.

Risk of dependence on a single node

Before CyrusOne took over the facility in 2016, it was owned by CME itself. The then-signed fifteen-year return leasing agreement required the exchange to leave the entire data center operation in the hands of an external operator. Such a structure – where a critical node of the global derivatives exchange infrastructure depends on a single third-party entity – poses a significant systemic risk.

CME officially stated that it fully understands the scale of the consequences of this incident for global market participants. The outage revealed how risky it is to concentrate critical functions in a single infrastructure facility.
