On March 10, Xiaoshan District in Hangzhou City, China, announced ten measures to heavily support the development of AI Agent ecosystems such as OpenClaw and OPC-STC. The policies include up to 20 million RMB in computing power subsidies, token consumption grants, and the establishment of a 50 million RMB special fund, demonstrating a strong ambition to seize the new AI track.

Recently, OpenClaw has become increasingly popular, and this trend has successfully reached mainland China. To seize the opportunities in the next generation of AI development, Xiaoshan District in Hangzhou recently released a draft of “Several Measures to Support the Development of OpenClaw & OPC-STC.” Dubbed the “Lobster Farming Ten Rules,” this policy offers comprehensive support for AI Agent companies, from underlying computing power to top-level funding.

Comprehensive subsidies for computing power, tokens, and data procurement

In terms of the most challenging basic costs for AI companies, Xiaoshan District offers very attractive financial subsidies. For OPC-STC companies renting computing power services to develop AI agents like OpenClaw, the government will provide up to 50% “computing power vouchers” as subsidies, with a maximum annual subsidy of 20 million RMB per company.

Additionally, for companies using domestic multimodal large models for AIGC creation, a 30% subsidy on token expenses will be provided (up to 100,000 RMB per year). If companies need to purchase high-quality datasets from trusted data spaces to train models, they can also enjoy a 30% subsidy on transaction amounts, with a maximum cap of 2 million RMB.

Covering office space, talent, and a 50 million RMB special fund

Beyond hardware and computing costs, the policy also focuses on ecosystem cultivation. Xiaoshan District announced that eligible companies could receive up to six months of free office space and up to three months of free residence in 100 units. For talent recruitment, master’s and doctoral graduates, as well as university graduates, can receive up to 150,000 RMB in living subsidies and 36,000 RMB in housing subsidies; high-level talents can get rental subsidies of up to 240,000 RMB over five years.

To ensure high-quality projects are successfully implemented, the government will provide up to 4.5 million RMB in grants through a “competition-based evaluation” mechanism for startups deeply applying OpenClaw. Meanwhile, Xiaoshan District has also activated the “Chao Qi Hang” angel guiding fund, announcing the creation of a special fund totaling 50 million RMB, precisely investing in the OpenClaw open-source AI agent track, providing strong and diversified financing channels for related companies.
