Abstract generation in progress

The “14th Five-Year Plan” clearly emphasizes “accelerating the development of the Northern Metropolitan Area,” elevating the development of the northern region to a national strategic level.

John Lee attended a pre-council meeting with the media today and confirmed that a document will be submitted to the Legislative Council for consultation on the special legislation for the Northern Metropolitan Area, hoping to pass the relevant laws within this year.

He pointed out that one-third of the population will live in the northern area, which is also a key focus for industrial development. He emphasized the importance of Hong Kong’s diversified development and hopes to upgrade the industrial structure, such as advanced and new quality productivity industries. Therefore, speed is necessary, but selecting the right enterprises to settle in the north is very important to ensure both quality and speed. The relevant legislation aims to achieve this, and he hopes to reach a consensus with the Legislative Council to allow more flexibility, ultimately resulting in higher-quality policies.

The planning and land procedures for the Northern Metropolitan Area need to break down barriers and loosen restrictions

He also made three requests regarding legislation: First, the planning and land procedures for the Northern Metropolitan Area should “break down barriers” and allow flexible, dynamic land planning; second, accelerate project progress through various facilitation measures; third, facilitate cross-border flow of elements including people, logistics, and capital to ensure enterprises settle in the north.

John Lee hopes citizens will support this effort, emphasizing that the development of the Northern Metropolitan Area will be pushed forward at full speed, and all decisions and measures will be of high quality and effective.
