The rapid development of artificial intelligence has raised higher requirements for interconnected computing power. On February 6, the Ministry of Industry and Information Technology issued the “Notice on Organizing the Construction of National Computing Power Interconnection Nodes” (hereinafter referred to as the “Notice”) and simultaneously released the “National Computing Power Interconnection Node Construction Plan” (hereinafter referred to as the “Construction Plan”). The goal is to break down barriers to the flow of computing resources, improve the efficiency of public computing power usage, promote high-quality development of China’s computing industry, and strengthen the foundation for building a manufacturing powerhouse, a cyber power, and a digital China.

It is reported that the national computing power interconnection nodes are the core and key carriers for advancing the construction of the national computing power interconnection system. They adopt a “1+M+N” architecture, consisting of one established national computing internet service node (national node), M regional nodes, and N industry nodes.

Regional nodes provide comprehensive support services such as identification registration and resource aggregation for areas with high computing power demand, while industry nodes focus on key industries, offering market-oriented services and connecting to regional nodes. All nodes must operate under the principles of “unified identification, unified standards, and unified rules,” aiming to standardize interconnection and efficient flow of computing resources across different regions, entities, and architectures, thereby improving the utilization and service level of public computing power resources.

According to officials from China Academy of Information and Communications Technology, interconnection of computing power has become a consensus in the industry, with various parties actively exploring technical pathways and engineering practices. The “Notice” and “Construction Plan” align with the tasks outlined in the national “Computing Power Interconnection Action Plan,” which will help accelerate the construction of new infrastructure and open up the “main arteries” of information for economic and social development.

The “Construction Plan” clarifies the core content of node construction, focusing on building six core systems to form comprehensive support for computing power services. Among them, the national computing internet (regional and industry) service nodes serve as the front-end portals, providing operational services such as identification registration, computing power trading, task scheduling, and data distribution; the computing power identification management system mainly receives registration information from service centers, assigns codes according to standards like interconnection, and offers identification resolution services to support identity management based on computing gateways; the computing power resource aggregation system standardizes interfaces with resource providers, connects various resources, and manages regional computing power. Additionally, systems for computing power selection, security monitoring during operation, and security assurance will also play their respective roles.

Industry experts point out that this deployment of node construction is a key measure for the Ministry of Industry and Information Technology to implement the “Computing Power Interconnection Action Plan.” It will further improve the layout of the nationwide integrated computing network, promote the computing industry to provide solid support for artificial intelligence and scientific computing, empower digital transformation across various industries, and contribute to the high-quality development of China’s digital economy.
