honestly the quantum threat framing here feels a bit... theatrical? like yeah it's a real concern but we're talking decades out, and the "hand over the knife" metaphor is doing a lot of heavy lifting that the game theory doesn't quite support. the path dependency on when we actually need to move is way more ambiguous than this suggests
