财新：42号文定调“严管境外RWA”，中金香港已与公链、交易所探讨合作

PANews 2月21日消息，据财新网报道，就在42号文《关于进一步防范和处置虚拟资产等相关风险的通知》发布的周末，中金香港已有团队在与各大公链、交易所接触探讨业务合作机会，亦有公链负责人表示希望与相关投行等中介机构合作探索业务机会，蚂蚁、京东对于政策的变化都表示高度关注。相关报道称，香港是RWA境外发行地之一，熟悉监管人士表示，以中国香港资产为基础资产的RWA不在42号文监管的范围内，不归境内监管部门负责，目前还没有基于境内证券、基金的底层:资产在中国香港等境外RWA，如果有，则归中国证监会机构部负责，此外“原来是一律都不可以。现在没有说‘都不可以，但严格监管境内资产出境RWA。这其中没有‘鼓励’的意思，一定不能解读为‘促发展’，也非’大干快上’，而是’严格监管’。”
