Green表示，其中约70,500枚ETH及相关DAO代币将成为基金核心。该计划与以太坊基金会的“万亿美元安全”目标保持一致，并采用去中心化治理方式，包括二次方资助、追溯性公共物品资助及多种DAO投票机制。监督成员包括 Vitalik Buterin、Taylor Monahan、Jordi Baylina 以及 SEAL 911 团队代表。
