The reason is actually quite obvious—the threshold for proving this money is yours is extremely high. First, you need to provide solid proof: the wallet address must indeed belong to you, the transaction records must be crystal clear, and the source of the funds must withstand scrutiny. All three are indispensable. If any part of the evidence chain is incomplete, then you’ll have to go through judicial confirmation procedures and follow the civil litigation process for "ownerless property."

What’s even more troublesome is this: if the money is related to virtual currency speculation (you know, those gray area operations), you can basically forget about it. This type of fund will not be recognized as legal property at all, and the claiming window is directly closed to you.

Of course, nothing is absolute. There are indeed a few rare exceptions—for example, if someone uses USDT for legitimate cross-border trade settlement, with real goods transactions and complete contracts and invoices. In this scenario, if you can present the entire transaction chain, in theory, it’s still possible to get approved. But honestly, cases that actually reach this stage are extremely rare.
