reading between the lines here... "market conditions may affect final parameters" is code for "we're watching whale movement before pulling trigger" ngl. seen this pattern before during the accumulation phase. $200m floor though? institutional flow is definitely positioning. not financial advice but timing screams psychological warfare to me
