Four departments jointly issue the "Implementation Plan for High-Quality Development of Energy-Saving Equipment (2026–2028)"
Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration jointly issued the “Implementation Plan for High-Quality Development of Energy-saving Equipment (2026–2028)” (MIIT Joint Energy-Saving [2026] No. 44, hereinafter referred to as the “Implementation Plan”), to continuously improve the efficiency of energy-saving equipment that is highly versatile, energy-intensive, and has promising development prospects, and to strengthen the supply and application of energy-saving equipment.
The “Implementation Plan” focuses on six categories of energy-saving equipment: energy-efficient motors, transformers, industrial heat pumps, industrial refrigeration (heating) and heating equipment, water electrolysis hydrogen production equipment, and information communication equipment. It proposes aiming to promote energy conservation and carbon reduction in key industry sectors, with the optimization and upgrading of energy-using systems as the main focus, and with the development and application of advanced technological equipment as the primary means.
It also emphasizes green design and manufacturing, equipment renewal and transformation, and artificial intelligence empowerment as pathways to accelerate the intelligent, green, and integrated development of energy-saving equipment.
By 2028, breakthroughs are expected in key materials and components for energy-saving equipment, with continuous improvement in the matching and actual operational efficiency of energy-using systems in key industry sectors. The energy efficiency levels of energy-saving equipment such as motors and transformers will reach international leading standards, and the market share of energy-saving equipment will further increase.
