The video taken by netizens shows that before dawn, under streetlights, more than 20 people dressed uniformly in orange-red uniforms march in formation on the non-motorized lane at the intersection of Wuyi Road and North Middle Ring Street in Xinghualing District, Taiyuan City. The sidewalk next to the team is empty, and ahead of the team, someone is carrying a speaker playing music.

“Starting at 4 a.m. every day, the music is very loud. We live nearby and can’t sleep at all,” residents nearby reported. They said this speed walking group has become their “alarm clock,” and office workers and students are greatly disturbed.

According to Da Feng News, staff from the community responsible for the relevant road section stated that since the “speed walking group” activity takes place on municipal roads, it is managed by the urban management department, and the community cannot handle this matter. Staff from the Xinghualing District Urban Management Bureau said that noise pollution caused by the “speed walking group” is not within the jurisdiction of the urban management department, and they suggested calling the police.

On April 1, a reporter from Red Star News called the Xinghualing District Public Security Bureau to report the situation. The operator said that if residents find noise disturbances, they can directly dial 110. The dispatch center will send the appropriate police station based on the situation. Subsequently, the reporter also called the Dunhua Fang Police Station, which oversees the area where the incident occurred. The officer on the line said they had paid attention to this incident, and the relevant leaders of the police station had already interviewed the person in charge of the speed walking group and were handling the matter.
