Five departments: By 2028, cultivate more than five tea industry clusters with annual revenue exceeding 10 billion yuan

The Ministry of Industry and Information Technology and four other departments issued the “Guiding Opinions on Improving and Upgrading the Tea Industry (2026–2030).” It mentions that by 2028, traditional advantageous tea-producing regions will see steady progress, the development quality and efficiency of local特色 tea industries will continue to optimize, and the modernization level of the industry chain will significantly improve. The variety of products, consumption scenarios, and business models will continue to expand and diversify. More than five tea industry clusters with annual revenue exceeding 10 billion yuan will be cultivated, along with a group of leading enterprises in the entire tea industry chain with annual revenue over 5 billion yuan, and a number of internationally influential corporate and regional brands. By 2030, the level of digital, green, and diversified development will continue to rise, with the entire industry chain reaching a scale of 1.5 trillion yuan. Development quality and efficiency will greatly improve, with the revenue of refined tea processing exceeding 200 billion yuan, and a relatively prosperous, beautiful, green, intelligent, and world-class tea industry system will be basically established.
