The Hong Kong Institute of Certified Public Accountants (HKICPA) and the Independent Commission Against Corruption (ICAC) under the Hong Kong International Anti-Corruption Academy (HKIAAC) have signed a Memorandum of Understanding to establish a long-term cooperation framework. This aims to strengthen mutual exchange and visits, jointly explore and develop ethics-centered initiatives to continuously foster a culture of integrity, business ethics, and responsible practices. At the same time, training cooperation will be deepened, including arranging guest lectures and sharing successful training experiences.

HKICPA President Lo Cheuk-yan stated that ethical conduct and integrity are the core foundations of the accounting profession. In an ever-evolving business environment, the accounting profession plays a crucial role in maintaining corporate governance and financial integrity. The collaboration between the HKICPA and ICAC is based on this shared belief and will provide members with more comprehensive knowledge and skills to address emerging challenges, thereby enhancing public confidence in Hong Kong’s financial system.

ICAC Commissioner Hoo Ying-ming pointed out that the memorandum symbolizes the integration of ICAC’s practical experience with HKICPA’s professional influence. The collaboration aims to cultivate talent that is both honest and professionally capable, helping to improve the overall integrity of the industry, strengthen the accounting profession’s ability to identify and prevent corruption risks in daily work, and safeguard the solid foundation of Hong Kong’s status as an international financial center.

Implementing various measures to strengthen ethics and integrity in the accounting industry

The HKICPA has been actively implementing various measures to enhance members’ ethical conduct and integrity. In September 2025, it launched the Ethics Resources Center website, integrating over 30 continuing professional development courses; on October 15 last year, it held the Ethics Summit on Global Ethics Day to raise members’ awareness in related fields; in November last year, it signed a memorandum of understanding with the Chartered Accountants Australia and New Zealand to continuously enrich ethics training programs.
