Recently, OpenClaw has sparked a “Lobster Fever,” with multiple cities including Shenzhen, Foshan, Wuxi, and Changshu densely introducing supportive policies, offering real financial incentives to encourage “lobster farming.”

Foshan Chancheng District: Launches Free Public Deployment Service for “Little Lobster”

Today, the Foshan Chancheng District Government official website announced through the Chancheng District Administrative Service and Data Management Bureau that to help citizens embrace new technologies and support the new economy, Chancheng District has partnered with China Telecom Foshan Branch (referred to as “Foshan Telecom”) to launch a free deployment service for the public called “Little Lobster” (openclaw). Starting immediately (March 9), residents only need to bring their personal computers (supporting macOS, Windows, Linux, and other cross-platform systems) to China Telecom Chancheng Fenjiangnan Business Hall (or apply for Tianyi AI Cloud Computer Service) to enjoy one-stop service provided by China Telecom customer service engineers, including lightweight version installation and deployment, model configuration, and popular skill unlocking.

Hefei High-tech Zone Launches 15 Hardcore Measures to “Farm Lobsters,” with Up to 10 Million Yuan Subsidy

On the same day, according to “Hefei High-tech Release,” Hefei High-tech Zone issued the “Hefei High-tech Zone Action Plan for Building an AI OPC Startup Ecosystem Demonstration Zone (Draft for Comments),” introducing 15 robust measures, offering a luxurious “space + talent + computing power + scenario + capital” package, with a maximum funding support of 10 million yuan.

Projects like OpenClaw can apply for up to 10 million yuan in computing power vouchers, 1 million yuan in corpus vouchers, and 2 million yuan in model vouchers. The subsidies cover the entire R&D process, including model training, intelligent agent development, and corpus procurement and annotation, significantly reducing open-source project R&D costs and enabling tech innovators to focus on development.

Additionally, the park fully opens up high-quality scenarios in education, healthcare, manufacturing, smart cities, and social governance, with OpenClaw prioritized for access. For exemplary application projects, a maximum of 1 million yuan in special subsidies is available.

The park’s AI special fund will allocate no less than 20% of its funds to high-growth OPC enterprises and collaborate with financial institutions to launch exclusive OPC credit products, offering diversified financing services such as intellectual property pledges and credit loans, with up to 50% loan interest subsidies. Moreover, AI-OPC companies founded by high-level talents can receive up to 10 million yuan in startup funds, supporting open-source iteration and technological R&D for OpenClaw, addressing early-stage funding shortages.

Changshu Enters the “Lobster Farming” Scene: Up to 6 Million Yuan Support for “One-Person Companies”

According to the official WeChat account “i Changshu” on the evening of March 9, the city has released the “Several Measures (Draft for Comments) to Accelerate the Development of OpenClaw and Other Open Source Communities,” introducing 13 measures to support OPC (one-person companies) in using OpenClaw for production and operation. For OPC projects selected under various talent programs, a maximum of 6 million yuan in comprehensive support is provided.

Wuxi High-tech Zone Releases 12 “Lobster Farming” Policies, with Up to 5 Million Yuan Subsidy

On March 9, Wuxi High-tech Zone issued the “Measures for Supporting the Integration of OpenClaw and Other Open Source Community Projects with OPC Communities (Draft for Comments).” The 12 “lobster farming” policies range from basic support to industry implementation, from talent recruitment to safety compliance, with individual support up to 5 million yuan.

The draft proposes that local cloud platforms offering free deployment and development toolkits will receive full subsidies of up to 1 million yuan. OPC projects using local intelligent computing platforms will be subsidized based on actual costs, with a maximum of 300,000 yuan per year per company. Additionally, projects based on OpenClaw developing industrial inspection, predictive maintenance, and other vertical large models that are registered nationally can receive a 500,000 yuan reward; breakthroughs in key technologies like embodied intelligent robots and smart inspection can be supported with up to 5 million yuan; and establishing “AI + Manufacturing” joint open-source labs is encouraged, with leading developers of open-source frameworks or industry standards eligible for up to 1 million yuan in rewards.

Shenzhen Longgang: Supports OpenClaw & OPC Development, Up to 2 Million Yuan Subsidy

Recently, Shenzhen Longgang District’s AI (Robotics) Office publicly solicited opinions on the “Measures to Support OpenClaw & OPC Development in Longgang District (Draft for Comments).” It encourages market-oriented, professional platforms to launch “Lobster Service Zones,” offering free deployment services for OpenClaw, with certain conditions eligible for subsidies; supports the development and promotion of OpenClaw-like intelligent agent tools. Contributions of key code to international mainstream communities, development and listing of skills packages related to Longgang’s advantageous industries on skill trading platforms, and projects integrating with embodied intelligent devices can receive up to 2 million yuan in subsidies upon approval. Focus areas include intelligent manufacturing, smart government, smart parks, and smart healthcare. Each year, a selection of innovative and effective OpenClaw deep application projects will be awarded the “Longgang District OpenClaw Application Demonstration Project” title, with a one-time reward of up to 1 million yuan covering 30% of actual investment.
