Look at this workflow... it's essentially the application of game theory in product iteration. Lots of trial and error, quickly eliminating inefficient solutions, retaining mechanisms that can be validated—this logic should also be applied to governance design. Also, the phrase "waiting is your weapon" runs deep. Most people see quick pivots as a skill, but in reality, they're just externalizing transaction costs. Those short-sighted projects in history... their endings were already written. This is what real infrastructure building should be like—everything else is just applause from the audience.
